To encourage appropriate, high quality design in
the rehabilitation of downtown buildings. A well-designed
building rehabilitation project portrays a positive image of the
area. Enhancing the physical
appearance of the commercial district by rehabilitating historic buildings,
encouraging supportive new construction, developing sensitive design management
systems, and long-term planning.

To sponsor events in the central business district for the entire
community (sidewalk sales, concerts, fairs, etc.) Marketing the
traditional commercial district's assets to customers, potential investors, new
businesses, local citizens and visitors.

To identify marketing needs and develop programs to meet
those needs, adapt buildings to new uses, develop upper story spaces,
assist businesses with rehabilitation incentives, and to focus on retail
business retention, expansion, and recruitment. Strengthening the district's existing economic base while finding ways to
expand it to meet new opportunities -- and challenges from outlying development.
